Moderate Administration Required

The changes included in this release are estimated to have a potentially moderate impact on DGIS systems and DGIS administrator responsibilities. Actions required may vary depending on materials and regulations used within your DGIS system. Please see below for more details.

 

Important!

2015 was an overlap year for several materials and regulations, most notably UN3268 in both 49CFR and Maritime regulations and more broadly for the 36th and 37th editions of IMDG. See below for more details, as previously acceptable classifications will no longer be valid in 2016.

DGIS Content

Update Highlights – This release will include regulatory updates to the DGLs, DGAs, Packing Instructions, Variations, Regulations Module and any other type of regulatory content for Q1 2016. Listed below are examples of key changes:

  • 49CFR
    • All changes in the rule published January 8, 2015, will be fully effective January 1, 2016. Previous versions of the affected chemicals will expire and no longer be accepted.
    • Proper Shipper Name Changes:
      • “Environmentally Hazardous Substances” (UN3077) has been updated to “Environmentally Hazardous Substance”
      • The Air bag inflators/modules and Seat-belt pretensioners entries (UN0503 and UN3268) will now be required to be classified as “Safety devices, electrically initiated” or “Safety devices, pyrotechnic”.
      • “White asbestos (chrysotile, actinolite, anthophyllite, tremolite)” (UN2590) is now required to be classified as “Asbestos, chrysotile”
      • Blue asbestos (Crocidolite) or Brown asbestos (amosite, mysorite) (UN2212) is now required to be classified as “Asbestos, amphibole amosite, tremolite, actinolite, anthophyllite, or crocidolite”
      • “Capacitor, electric double layer (with an energy storage capacity greater than 0.3 Wh)” (UN3499) is required to be classified as “Capacitor, electric double layer with an energy storage capacity greater than 0.3 Wh”
    • Packing Group changes include:
      • Lithium metal and ion battery entries (UN3480, UN3481, UN3090, UN3091) no longer have a Packing Group
      • Chemical kits/First aid kits (UN3316) now require PG II or PG III
    • Additionally, all quantities for limited quantity were updated according to 173.185(c)(4).

 

  • UPS
    • Lithium batteries:
      • Revised UN3090, UN3091, UN3480, UN3481 to Forbidden (instead of Not Accepted) as limited quantity by air
      • Added 2 entries each for UN3090 and UN3480 for standalone Lithium batteries, both ion and metal and both with no PG and PG II, with a reader note to see 173.185(c)(4)
      • Deleted expiring entries for PSNs Lithium batteries, contained in/packed with equipment (UN3090, II) and Lithium batteries (standalone) (UN3091, II)
    • UN3082, Environmentally hazardous substance, liquid, n.o.s., 9, III: Maximum net quantity per package and CAO change now 30 L
    • UN1044, Fire extinguishers containing compressed or liquefied gas, 2.2: Special provision now 110
    • UN3268, Air bag inflators, or Air bag modules, or Seat-belt pretensioners., 9, III: Forbidden by ground to Canada

 

  • International Air
    • Includes corrigendum 3 published May 2015 changing special provisions for several entries and changing the Variations column to read "USA.3, *A54" for “Lithium metal batteries packed with equipment (including lithium alloy batteries)” (UN3091) and “Lithium metal batteries (including lithium alloy batteries)” (UN3090)

 

  • Maritime
    • The IMDG 36th Edition DGL will be expiring at the end of 2015. Any parts, templates, drafts or shipments containing material classifications from the 36th edition table will no longer be valid and will need to be updated with material classifications from the 37th edition table.
    • Includes pending corrigendum 1 changes, provided by IMO 10/2/15, changing the proper shipping names of:
      • UN0449 to “TORPEDOES, LIQUID FUELLED with or without bursting charge”
      • UN0450 to “TORPEDOES, LIQUID FUELLED with inert head”.
    • Additional changes to special provisions, EQ, packing provisions, tank provisions, stowage, and when a technical name is required for:
      • UN3359, FUMIGATED CARGO TRANSPORT UNIT, 9
      • UN2977, RADIOACTIVE MATERIAL, URANIUM HEXAFLUORIDE, FISSILE, 7(8)
      • UN2978, RADIOACTIVE MATERIAL, URANIUM HEXAFLUORIDE non fissile or fissile-excepted, 7(8)

 

  • AFMAN
    • Hazard Class and Subrisk correction to “UN1838 - TITANIUM TETRACHLORIDE”. Hazard Class of 6.1 had been switched with the Subrisk of 8. This has been corrected.

 

  • TDG
    • Includes amendment SOR/2015-100 published June 2015 changing special provisions and ERAP for several entries

 

  •  ADR
    • English DGL includes Corrigendum 3 published July 2015 changing the transport category or special provisions for several entries
    • French DGL includes Corrigendum 2 published November 2014 changing the proper shipping name of the following entries:
    • UN0121, INFLAMMATEURS (ALLUMEURS), 1.1G
    • UN1202, CARBURANT DIESEL conforme à la norme EN 590:2009 + A1:2010 ou GAZOLE ou HUILE DE CHAUFFE LÉGÈRE à point d'éclair défini dans la norme EN 590:2009 + A1:2010, 3, III
    • No updates to Dutch, German, Spanish, or Swedish DGLs

 

DGIS Functionality

Functionality improvements

  • Added functionality to DGIS providing the user the ability to designate and validate net quantity per package when shipping under UN3090 (max 2.5 kg) or UN3480 (max 10 kg) under 173.185(c)(4). UN3480 exceeds 10 kg. (DGIS-13891)
  • Functionality changes to the DGIS label diagram when the user designates when shipping UN3091 or UN3481 under 173.185(c)(4), which is only applicable via an air mode of transport (DGIS-13892):
    • Does not show the UN Insignia when UN3091 or UN3481 when either has a PSN containing "Contained in Equipment"
    • Shows the Lithium Battery Handling Metal label (stock # L435-Lithium Metal) when material is UN3090.
  • Added functionality to the DGIS label diagram to show the Lithium Battery Handling Ion label (stock # L435-Lithium Ion) when material is UN3480.

 

Bug Fixes - While there are numerous bug fixes included in this release, a list of highlighted bug fixes can be found below: 

  • Addressed several validation message hyperlinks that were linking to the incorrect content or not at all
  • Fixed an incorrect validation message 'This shipment cannot have more than 3 materials per package’ for Fedex International shipments
  • Class compatibility for 5.2 Organic Peroxide Type B on Maritime 37th edition shipments is now working correctly
  • ‘Infectious Substance Labels Required’ will now print on Fedex Laser forms and Certifications
  • Class 9 materials will print “Class 9” in the labels required section of Fedex Laser forms and Certifications correctly (without “or miscellaneous”)
  • Several duplicate material entries for TDG and ADR in multiple languages have been removed
