The changes included in this release are estimated to have a potentially moderate impact on DGIS systems and DGIS administrator responsibilities. Actions required may vary depending on materials and regulations used within your DGIS system. Please see below for more details.

Any templates or parts that include UNIDs with changes in this document may need to be updated on April 24th with the revised materials.
Known Issues:
Validation errors for certain IATA materials - In our IATA DGL, certain materials were assigned incorrect special provisions:
- Special provision A1 was assigned to the following materials:
- UN2030, Hydrazine, aqueous solution with more than 37% hydrazine by weight, PG III
- UN1228, Mercaptan mixture, liquid, flammable, toxic, n.o.s., PG III
- UN1228, Mercaptans, liquid, flammable, toxic, n.o.s., PG III
- UN3108, Zirconium suspended in a flammable liquid, PG II
- UN3108, Zirconium suspended in a flammable liquid, PG III
- Special provision A2 was assigned to the following materials:
- UN3094, Corrosive liquid, water-reactive, n.o.s., PG II
- UN1693, Tear gas substance, liquid, n.o.s., PG II
In cases where you would normally be allowed to ship any of these materials by International Air and receive an error message during validation, you can use the Bypass Validation user option or custom overrides (for Business and Enterprise customers) in order to complete the shipment.
This will be fixed in an upcoming release of DGIS. You can always consult our technical support and regulation teams if you have questions about the ramifications of this bug and/or how to implement the workaround.
Viewing multiple documents in parts - In the parts module an error occurs when clicking a regulations/transport mode button to select multiple documents and then clicking “Print selected”.
The work around for this is to manually click the desired document for the document to open or check the box for the document and click Print Selected. We are looking into methods to fix this issue and it will be addressed in a future release.
DGIS Content
Update Highlights – This release will include regulatory updates to the DGLs, DGAs, Packing Instructions, Variations, Regulations Module and any other type of regulatory content for Q2 2017. Listed below are examples of key changes:
- International Air
- All DGIS content fully updated from ICAO/Air Shipper to IATA
- 49CFR
- Due to a hold on the US version of the harmonization of HM-215N, no changes for materials impacted by this rule are contained in this release. Changes to UN3166 and labeling diagram changes will be reflected in a future DGIS release.
- ADR
- Proper Shipping Name changes:
- UN3166 and UN3171 have been broken up into multiple entries with different PSNs.
- UNID changes:
- UN3166 entries with 'Engine' or 'Machinery' in the PSN have been changed to UN3528 for liquid powered, UN3529 for gas powered, and UN3530 for entries without a power specified.
- Hazard Class changes:
- UN3507 entries have been changed from Hazard Class 8 to 6.1 (8 is now a Subsidiary Risk for the entries).
- UN2977 and UN2978 entries have had a Class 6.1 Subsidiary Risk added.
- UN0510, UN3527, UN3531, UN3532, UN3533, and UN3534 have been added.
- UPS
- 49CFR:
- Packing group changes:
- Hazard Class 1 entries with a packing group have been removed.
- UN1442 has had the packing group removed
- UN1345 has been added
- IATA:
- UPS has added multiple materials that were formerly forbidden via cargo aircraft.
- UNID changes:
- UN3166 entries with 'Engine' in the PSN have been changed to UN3528 for liquid powered and UN3529 for gas powered engines.
- UN2815 and UN1230 are no longer valid on UPS International Air Shipments.
- Maritime
- Proper Shipping Name changes:
- UN3528 has been broken up from one entry into 4 separate variations with different Proper Shipping Names
DGIS Functionality
Functionality improvements
- ADR:
- Updated labeling diagram to include the new Lithium Battery labels contained in the 19th revision of the UN Model Regulations.
- IATA:
- The text "Classified in accordance with 3.0.1.6 of the DGR" is no longer being added to the Additional Handling Information section for when Authorizations, Approvals, or Special Permits are added to a shipment.
- FedEx:
- The warning received upon validation of UN3090 has been updated to:
- Warning: FX-05 UN3090, Lithium metal batteries shipped under Packing Instruction 968 (Section IA, IB) require pre-approval. See www.fedex.com/us; keyword lithium batteries (search field).
- UN1070. UN2451, UN3156, UN3157, and UN3356 will display the warning upon validation:
- Warning: In addition to the specification container utilized and marked, FedEx Express requires the outer package to have the tested specification mark DOT31FP. See FX-02 for additional information.
- Materials with A209 in the special provisions column of the DGL where the material is not generally forbidden will display the warning upon validation:
- Warning: FedEx will not accept for transport any item with an A209 Special Provision. See FX-04 variation and special provision A209.
- UPS:
- UN1070, UN1072, UN2451, UN3156, UN3157, and UN3356 will display the warning upon validation:
- Warning: 5X-06. To maintain compliance with USG-18, UPS requires all packages to comply with U.S. DOT packaging requirements contained in 49 CFR 173.302(f) and 173.304(f). Such packagings must be marked with the text “DOT31FP” on the outer package.
- UN3090 will no longer display the warning upon validation:
- Warning: UPS Air Cargo Service does not accept shipments of UN3090, Section I.A or I.B lithium metal batteries. UN3090, Lithium metal batteries, 9
- UN3171 will display the warning upon validation:
- Warning: this material may face additional restrictions and marking requirements via certain UPS services depending on battery type, condition, and weight. See IATA Operator Variation 5X-07.
Bug Fixes - While there are numerous bug fixes included in this release, a list of highlighted bug fixes can be found below:
- The list of Airline Variations now shows the correct variations for all airlines.
- Instances where the Cargo Aircraft Only label were not showing on the labeling diagram have been fixed.
